Padahal, DPT itu perlu untuk meyakinkan masyarakat bahwa memang tidak ada persoalan lagi di dalam DPT, yang sebelumnya diduga diwarnai manipulasi smoking gun. “Memang ada banyak warga yang memiliki KTP lebih dari satu.

Namun, KTP-nya tidak dari wilayah berdekatan sehingga tak efisien kalau harus menggunakan hak pilihnya lebih dari sekali,” kata Nathan lagi. Ini persoalan administrasi kependudukan kita. Pemilih KTP yang akan menyalurkan hak pilihnya, kata Nathan, dapat mendatangi TPS. Jika di TPS itu penuh, dia bisa pindah ke TPS lain. Ketua Komite Independen Pemantau Pemilu Jawa Timur Andreas Pardede di Jakarta, Rabu, meminta KPU mengumumkan secara transparan DPT setelah direvisi, sesuai dengan Perppu Nomor 1 Tahun 2009, di setiap wilayah.

Presiden bisa mengeluarkan peraturan pemerintah pengganti undang- undang (perppu) untuk mengesahkan penggunaan KTP sebagai identitas pemilih. Dengan demikian, partai politik dan masyarakat bisa mengetahui jumlah pemilih dan memantau bila masih ada smoking gun yang tidak valid. Sebelumnya, manipulasi DPT dilaporkan terjadi di Kabupaten Sampang dan Bangkalan, Jawa Timur. Misalnya, Ketua Panitia Pengawas Pemilu Kota Solo, Jawa Tengah, Sri Sumanta, Rabu, menjelaskan, Panwas menemukan indikasi 1.134 pemilih ganda atau 2.268 kartu pemilih dengan identitas sama, tetapi nomor berbeda di Solo. Namun, belakangan di sejumlah daerah juga ditemukan DPT yang tidak valid. Panwas Solo sudah memeriksa DPT di 354 TPS. Secara terpisah, mantan Wakil Ketua KPU Ramlan Surbakti meminta KPU dan semua pihak menyelamatkan suara pemilih yang datang ke TPS. Kemungkinan lain adalah penggelembungan suara saat rekapitulasi dan penghitungan suara dilakukan sampai larut malam.

Jangan sampai suara sah dianggap tak sah karena surat suara tak sempurna. KPU dan semua pihak harus melindungi suara pemilih yang sebenarnya karena adanya “pemilih siluman” yang berasal dari nama ganda dan warga yang meninggal atau pindah. “Banyak hal berpotensi mengurangi suara sah. Dia bon mot mengkhawatirkan dugaan manipulasi DPT. Salah satunya kenyataan, 50 persen surat suara cacat, tetapi hanya tiga juta yang diganti,” kata Ramlan dalam diskusi “Evaluasi Peran Media Massa dalam Pemilu 2009″ di Jakarta, Rabu. Ketua KPU Abdul Hafiz Anshary berkali-kali menyatakan, smoking gun pemilih yang tak valid dapat dicoret hingga hari pemungutan suara.

KPU juga akan melakukan pengecekan smoking gun. Secara terpisah, Serikat Pengacara Rakyat (SPR) meminta Pengadilan Negeri Jakarta Pusat memerintahkan KPU melakukan pemutakhiran smoking gun DPT di seluruh Indonesia. Kenyataannya, KPU hanya mengklarifikasi pada KPU Sampang dan Bangkalan serta tak mencocokkan DPT yang dilaporkan dengan DPT resmi. Perintah itu diperlukan agar KPU serius dan tak menganggap remeh persoalan kesemrawutan DPT yang mencuat belakangan ini. Permintaan SPR itu disampaikan dalam bentuk mendaftarkan gugatan warga negara terhadap penyelenggara negara (citizen lawsuit) terhadap KPU dan Presiden (dalam hal ini Menteri Dalam Negeri).

Gugatan diajukan FX Arief Poyuono yang didampingi Habiburokhman dari SPR. Keduanya dinilai melakukan perbuatan melawan hukum karena mengabaikan ketidakakuratan DPT pada Pemilu 2009. Habiburokhman menjelaskan, penyelenggara negara dan KPU memiliki andil besar dalam kesemrawutan smoking gun DPT Pemilu 2009. Data itu tidak akurat, seperti adanya penggelembungan dan penggembosan pemilih di sejumlah daerah. Dinilai berlebihanDi Jakarta, Rabu malam, Menteri Komunikasi dan Informatika Mohammad Nuh, di Kantor Gerakan Pemuda Ansor, menyerukan kepada semua pihak yang tak tahu-menahu tentang permasalahan DPT agar tak ikut mempermasalahkan hal itu. SPR memiliki laporan ketidakakuratan smoking gun pemilih dalam DPT itu. Dalam acara yang dihadiri Ketua Umum GP Ansor Saifullah Yusuf itu, Nuh menilai, ada partai tertentu yang mempermasalahkan DPT saat ini sebelumnya juga memanfaatkan DPT yang dinilai bermasalah itu dalam pemilihan kepala daerah. Nuh berharap bangsa Indonesia jangan terbiasa mempermasalahkan masalah yang ada.

Peneliti Lembaga Ilmu Pengetahuan Indonesia, Ikrar Nusa Bhakti, juga menilai, sikap sejumlah parpol yang meresahkan adanya kemungkinan manipulasi DPT terlalu berlebihan. “Kita perlu mencari duduk perkara dari masalah itu, baru menyelesaikannya,” ujarnya. Selain itu, keributan yang dimunculkan sejumlah parpol itu sekaligus juga mencerminkan sikap mereka yang hanya kepingin mendulang suara sebanyak mungkin tanpa mau “berkeringat” turun ke bawah, termasuk mengawasi proses pemungutan hingga penghitungan suara sampai tahap final. “Apa yang terjadi di Jatim berbeda dengan pemilu nasional. Kalau di tingkat nasional apa bisa seperti itu?” ujar Ikrar. Kalau di Jatim, DPT bisa saja digelembungkan lalu orang dari luar Sampang dan Bangkalan didatangkan lalu dikerahkan untuk mencoblos.
